Article Processing Charges
What publication costs, when it is charged, and what the charge does not affect. The journal is open access, so publication is funded by a charge on accepted articles rather than by reader subscriptions.

Invoiced only after a manuscript has been accepted following peer review. Nothing is payable to submit a manuscript, and nothing is payable while a manuscript is under assessment.
Editorial independence
How a manuscript is judged
Editorial decisions are based on scope, scientific quality, methodological rigor, ethical compliance, reporting quality, and relevance to the journal.
Those decisions remain independent of fees, services, memberships and roles. Each manuscript is judged on its own evidence, in the order it reaches the editors.
Sequence
When the charge applies
- At submissionNo charge. A manuscript is screened and, if it meets scope and minimum requirements, sent for independent peer review.
- During reviewNo charge. Assessment, revision and the editorial decision carry no fee at any stage. Single-blind by default; double-blind review is available on request. Manuscripts that proceed to external peer review are normally evaluated by at least two independent subject-matter experts.
- On acceptanceThe article processing charge is invoiced to the corresponding author or the institution or funder they nominate.
- On publicationThe article is published open access under CC BY 4.0 and a DOI is registered for it.
Withdrawal
Withdrawing a manuscript
Authors should contact the editorial office promptly and wait for written confirmation before submitting the work elsewhere.
Manuscripts withdrawn within 3 days of submission are not subject to a withdrawal charge.
Manuscripts withdrawn more than 3 days after submission incur a withdrawal charge equal to 30% of the journal's APC.
Authors must receive official withdrawal confirmation before submitting the manuscript to another journal.

- Editorial handling
- Screening, the management of independent peer review, and the editorial work of reaching and communicating a decision.
- Production
- Copyediting, typesetting, figure preparation and the production of the published article in its final form.
- Identifier and metadata
- Registration of a DOI with Crossref and the deposit of article metadata so the work can be found and cited.
- Open access hosting
- Publication under CC BY 4.0 with free access for any reader, and hosting of the article of record.
Questions about the charge
Fee inquiries
Journal members receive a reduction on the article processing charge: 15% at the Individual Scientist level and 25% at the Research Laboratory level. The reduction applies to the invoice.
Authors for whom the charge is an obstacle are invited to write to the editorial office before deciding not to submit. Inquiries about invoicing, about payment by an institution or funder, and about the availability of any fee relief are handled by the editorial office and are kept separate from the assessment of the manuscript.
