The charge
What publication costs

Charged only after final editorial acceptance. A manuscript that is not accepted is not charged.
- Student rate
- USD 540
Available to eligible student researchers on presentation of valid institutional proof. Request the rate at submission.
The charge is per accepted article and covers the full publication workflow described below. Authors who need an invoice addressed to an institution, or who are working to a procurement timetable, can arrange that with the editorial office before acceptance.
What it covers
The work the charge pays for
- Editorial handling, from initial screening through to the decision.
- Coordination of independent peer review.
- Copy preparation, typesetting and proofing of the accepted manuscript.
- Conversion to structured full-text formats and preparation of the article metadata.
- Permanent open access hosting of the published article.
Open access means the published article can be read by anyone, without a subscription. Articles are published under the license stated on each article.
Timing
When payment applies
Nothing is charged at submission, and nothing is charged while a manuscript is under review. The charge arises only once a manuscript has been accepted for publication, and the editorial office issues the invoice at that point.
Questions about billing, institutional invoicing or the student rate go to [email protected]. Authors whose funding circumstances make the charge difficult are invited to contact the editorial office before submitting.
Withdrawal
Withdrawing a submitted manuscript
Authors should contact the editorial office promptly and wait for written confirmation before submitting the work elsewhere.
Manuscripts withdrawn within 3 days of submission are not subject to a withdrawal charge.
Manuscripts withdrawn more than 3 days after submission incur a withdrawal charge equal to 30% of the journal's APC.
Authors must receive official withdrawal confirmation before submitting the manuscript to another journal.
Independence
The decision comes first, the charge second
The charge arises only after acceptance, so that the scientific question and the financial one stay separate. Paying it confers no advantage in review or acceptance: the speed of review, the choice of reviewers and the outcome are settled by the science and by the editors handling the manuscript.
The review model is the same for every manuscript. Single-blind by default; double-blind review is available on request.
Editorial decisions are based on scope, scientific quality, methodological rigor, ethical compliance, reporting quality, and relevance to the journal. The same independence applies to membership, language editing, editorial appointment and reviewing, as set out in the Editorial Policies.
