What the journal charges for, when the charge arises, and why it has no bearing on the editorial decision.

When the charge applies
An article processing charge applies to a manuscript that has been accepted for publication. Submission, editorial screening and peer review carry no charge, so a manuscript that is not accepted costs its authors nothing. Single-blind by default; double-blind review is available on request.
The charge is raised after acceptance, and it has no part in the assessment. Editorial decisions are based on scope, scientific quality, methodological rigor, ethical compliance, reporting quality, and relevance to the journal.
What the charge supports
The charge meets the cost of publishing the accepted article and keeping it available:
- Coordination of peer review and editorial management of the manuscript
- Production, copyediting and typesetting of the accepted article
- DOI registration and the deposit of article metadata
- Long-term digital archiving and open-access distribution
The current amount
The article processing charge for this journal is USD 1,440, payable after acceptance. Authors with billing questions may contact the editorial office before submitting.
Authors whose institution requires it can be issued a receipt showing the journal name, the manuscript title and the article's DOI.
Withdrawal policy.
Authors should contact the editorial office promptly and wait for written confirmation before submitting the work elsewhere.
Manuscripts withdrawn within 3 days of submission are not subject to a withdrawal charge.
Manuscripts withdrawn more than 3 days after submission incur a withdrawal charge equal to 30% of the journal's APC.
Authors must receive official withdrawal confirmation before submitting the manuscript to another journal.
Editorial independence
Payment of a charge, membership of the journal, an editorial or reviewing role, and the use of any paid language service are all independent of the editorial process. None of them affects whether a manuscript is sent for review, how it is reviewed, or whether it is accepted.
Editorial decisions rest with the editors and the reviewers they appoint.
