The charge is applied after acceptanceAn article processing charge is payable once a manuscript has been accepted, and never before.
The charge makes the article free to read for everyone on the day it is published. It has no bearing on whether a manuscript is accepted.

Authors whose article type is not listed above contact the editorial office for the applicable charge before submitting. Members of the journal's membership program pay a reduced charge; the current reductions are set out on the membership page.

When it is paid, and by whom
The charge falls due after acceptance. It is normally settled by the corresponding author, their institution or the funder of the work, and publication follows once payment has been completed.
Editorial independence
Manuscripts are reviewed on the same terms whoever pays the charge. Single-blind by default; double-blind review is available on request.
Editorial decisions are based on scope, scientific quality, methodological rigor, ethical compliance, reporting quality, and relevance to the journal. Decisions are independent of fees, services, membership, and editorial or reviewer roles.

Withdrawal
Withdrawing a manuscript
Authors should contact the editorial office promptly and wait for written confirmation before submitting the work elsewhere.
Manuscripts withdrawn within 3 days of submission are not subject to a withdrawal charge.
Manuscripts withdrawn more than 3 days after submission incur a withdrawal charge equal to 30% of the journal's APC.
Authors must receive official withdrawal confirmation before submitting the manuscript to another journal.
